What Actually Sets the Price at the Pump
International crude prices
Pakistan imports most of its petroleum, so when global crude moves, the local price follows within weeks. Conflict or supply disruption anywhere in the oil producing world eventually reaches your nearest pump.
The rupee to dollar rate
Oil is bought in dollars. When the rupee weakens, the same barrel costs more rupees even if the dollar price has not moved at all. This is often the bigger factor in Pakistan.
Taxes and the petroleum levy
The petroleum development levy and sales tax make up a significant share of the final price. Government decisions on these can move the pump price without any change in crude at all.
Distribution and dealer margins
Oil marketing company and dealer margins, plus inland freight, are built into the notified price. This is why remote areas sometimes see slightly different rates at the pump.

How often do fuel prices change in Pakistan?
Fuel prices in Pakistan were historically revised twice a month, on the 1st and the 16th. In 2026 revisions became far more frequent, so prices can change with little notice. Check the effective date on any price you read online before relying on it.
Who decides petrol prices in Pakistan?
The Oil and Gas Regulatory Authority, known as OGRA, calculates and recommends rates based on international crude prices, the rupee to dollar exchange rate, refinery costs, and government taxes and levies. The final decision is announced by the Finance Division or Petroleum Division.
Why is petrol so expensive in Pakistan?
Three things drive the price. Pakistan imports most of its petroleum, so international crude prices feed straight through. The rupee to dollar exchange rate multiplies that cost. On top sits the petroleum development levy, sales tax and distribution margins, which together make up a substantial share of what you pay at the pump.
Is the petrol price the same in every city in Pakistan?
The official ex-depot price is set nationally, so the headline rate is the same in Karachi, Lahore, Islamabad, Peshawar and Quetta. Small differences can appear at individual pumps due to inland freight equalisation and transport costs, particularly in remote areas.

What is the difference between petrol and hi-octane?
Hi-octane, sold as HOBC, has a higher octane rating than regular petrol, usually 97 RON against 92 RON. It resists knocking better in high compression engines. For a standard Pakistani motorcycle or small car it offers no real benefit and simply costs more, so regular petrol is usually the sensible choice.
