Why the showroom price is never the final price

Every vehicle in Pakistan picks up government charges between the showroom and your number plate: registration fee, token tax, a smart card and a number plate. On a car there is also withholding tax, charged as a share of the car's value that rises with engine size, and non-filers pay three times the filer rate.

As a rough guide, most motorcycles land about 1 to 5 percent above the showroom price, while cars land about 3 to 9 percent above invoice for filers, and more for non-filers. Choose your vehicle type above to see the breakdown for your city.

What Each Charge Actually Is

Most first time buyers are surprised at the excise office because the showroom price is only part of the story. Here is what each line means and who collects it.

What is the on-road price of a vehicle in Pakistan?

The on-road price is the total you actually pay to ride or drive legally: the showroom or invoice price plus registration fee, token tax, smart card and number plate. For cars it also includes withholding tax, and often Capital Value Tax and annual income tax. In Punjab a motorcycle up to 150cc pays a fixed registration fee of PKR 980 to 2,500 plus token tax of PKR 1,500. Most bikes land about 1 to 5 percent above the showroom price. For example, a new Honda CG 125 Silver - Red - Black 2027 at PKR 238,500 picks up about PKR 6,000 in government charges in Punjab, about PKR 244,500 on the road. Cars land roughly 3 to 9 percent above invoice for filers, and more for non-filers.

How much more does a non-filer pay to register a car?

Three times the withholding tax. Under section 231B the tax is a share of the car's value that rises with engine size, from 0.5 percent up to 850cc to 12 percent above 3,000cc for filers, and non-filers pay three times that rate. On a 1600cc car worth PKR 6,000,000, a filer pays about PKR 120,000 and a non-filer about PKR 360,000. Getting onto the FBR Active Taxpayer List before you register is usually the largest saving available on a car.

Is withholding tax charged on motorcycles?

No. Withholding tax at registration under section 231B applies to cars. Motorcycles, rickshaws and loaders are not charged it, which is why the bike calculator does not ask for your filer status and the car calculator does.

How is the registration fee calculated?

It depends on the province. Punjab charges motorcycles a fixed fee by engine size: PKR 980 up to 70cc, 1,500 up to 100cc, 2,000 up to 125cc, 2,500 up to 150cc, and 2 percent of value above 150cc. Sindh charges 1 percent of the bike's value, and 2 percent above 150cc. Khyber Pakhtunkhwa charges 1 percent of the bike's value. Rickshaws and loaders pay 1 percent in Punjab. For cars, Punjab charges 1 percent up to 1,000cc, 2 percent up to 2,000cc and 4 percent above 2,000cc, while Khyber Pakhtunkhwa charges 1 percent up to 1,300cc and 2 percent above 1,300cc.

Do electric bikes pay registration fee and token tax?

In Punjab, electric vehicles get a 95 percent exemption on both the registration fee and motor vehicle tax, so an electric bike costs very little to register there. Other provinces have their own rules, so confirm with your excise office.

Is token tax paid every year?

For motorcycles in Punjab, token tax is PKR 1,500 (one time). In Sindh the motor vehicle tax for a bike is PKR 1,800 up to 150cc and PKR 3,000 above. In Punjab, cars up to 1,000cc pay PKR 20,000 once for life, while bigger cars pay 0.3 percent of invoice value every year up to 2,000cc, and 0.4 percent of invoice value every year above 2,000cc. In Islamabad, cars up to 1,000cc pay PKR 20,000 once for life, while bigger cars pay 0.25 percent of invoice value every year up to 2,000cc, and 0.35 percent of invoice value every year above 2,000cc.

How much does it cost to transfer a used vehicle into my name?

Far less than registering a new one. In Punjab a motorcycle transfer is PKR 910, plus the unpaid share of the PKR 1,500 lifetime token if the bike is under ten years old, reduced by 10 percent for each year. A car transfer is PKR 4,540 up to 1,000cc, PKR 9,075 up to 1,800cc and PKR 18,150 above 1,800cc, plus withholding tax that drops by 10 percent for each year since first registration, and Capital Value Tax on cars above 1,300cc in their first 5 years.
