Why the showroom price is never the final price
Every vehicle in Pakistan picks up charges between the showroom and your number plate. Registration fee, token tax, professional tax, a number plate and a smart card, plus insurance if you want it or if the vehicle is financed. On a car there is also withholding tax, which is charged on engine capacity and is far higher if you are not on the FBR Active Taxpayer List.
As a rough guide, a motorcycle lands about 7 to 9 percent above the showroom price once everything is paid, and a car about 4 to 7 percent depending on engine size and filer status. Choose your vehicle type above to see the actual breakdown for your city.

What Each Charge Actually Is
Most first time buyers are surprised at the excise office because the showroom price is only part of the story. Here is what each line means and who collects it.

What is the on-road price of a vehicle in Pakistan?
The on-road price is the total you actually pay to ride or drive legally. It includes the invoice or ex-showroom price plus registration fee, token tax, number plate fee and insurance. For cars it also includes withholding tax at registration. In practice a motorcycle usually lands 7 to 9 percent above the showroom price, and a car around 4 to 7 percent, depending on engine size, city and filer status.
How much more does a non-filer pay to register a car?
A great deal more. Withholding tax at registration is charged on engine capacity, and non-filers generally pay double. On a 1600cc car a filer pays around PKR 50,000 while a non-filer pays around PKR 100,000. On a 2000cc car the gap widens to roughly PKR 100,000. Getting onto the FBR Active Taxpayer List before you register is usually the single largest saving available on a car purchase.
Is withholding tax charged on motorcycles?
No. Withholding tax at registration under Section 231B applies to cars and is charged by engine capacity slab. Motorcycles, rickshaws and loaders are not subject to it, which is why the bike calculator here does not ask for your filer status and the car calculator does.
How is car registration fee calculated in Pakistan?
Car registration fee is a percentage of invoice value, and the percentage rises with engine capacity. Broadly, cars up to 1000cc are charged around 1 percent, cars from 1001cc to 2000cc around 2 percent, and cars above 2000cc around 4 percent. Motorcycles and rickshaws use a different provincial percentage entirely, which is why this page asks you to pick a vehicle type first.
Is token tax paid every year?
It depends on the vehicle and the province. In Punjab, cars up to 1000cc pay a one time lifetime token tax, while larger cars pay an annual amount based on a percentage of invoice value. Motorcycles are charged a smaller fixed amount that some provinces collect annually and others take once at registration. Check with your provincial excise and taxation department for your exact case.
How much does it cost to transfer a used vehicle into my name?
Transferring an already registered vehicle costs far less than registering a new one, because there is no full percentage based registration fee. For cars there is still a withholding tax on transfer, again much higher for non-filers. Set the condition to Used above for an estimate. You will need the original registration book, a transfer letter signed by the seller, copies of both CNICs and the transfer fee.
