The third row is new as of this week and exists specifically for riders who only fill a little at a time and previously could not meet the older minimum purchase rule. Anything used beyond your monthly quota is charged at the normal pump price.

Breaking that example down:
- REG, the command word, always first, always capital letters
- 3520212345671, your 13-digit CNIC number with no dashes
- CHK9513, your vehicle's number plate exactly as printed, with no dashes or spaces
- P, your province code, a single letter. Punjab is confirmed as P. If you are outside Punjab, the confirmation reply from 9771 will tell you if your code was accepted, or check the current code list at pmfuelrelief.pk before sending
- 15082026, your vehicle's registration date in DDMMYYYY format, day first, then month, then year, no slashes or dashes
Put a single space between each part, nothing else. Send the whole thing as one text message to 9771.
The number is 9771. Nowhere else.
8171 is the shortcode for a completely different government program, BISP's Kafaalat scheme, unrelated to fuel relief. Sending your CNIC there will not register you for petrol relief. There are also several unofficial websites that have appeared using names like the scheme, some pairing it with unrelated content that has nothing to do with a government program. Only send your CNIC by SMS directly from your own phone to 9771. Never enter your CNIC, OTP or payment details on a website to "register," the real process needs nothing but that one text message.
Step by Step: Registration to Discount at the Pump
- Check your SIM. The mobile number you text from must be registered under your own CNIC through biometric verification. A SIM registered to a family member will not work for your vehicle.
- Send the REG message to 9771 in the exact format above. Registration itself is a one-time step, you do not repeat it every month.
- Wait for the confirmation SMS. This confirms your details were accepted. Keep it, it is useful proof if anything goes wrong later.
- Send TOK to 9771 whenever you actually need fuel. You will receive a token number by SMS, along with your eligible quantity and how long the token stays valid.
- Show the token at a participating pump when you fill up. The discount is applied there, at the point of sale.
Standard SMS rates apply to these messages under normal circumstances, though the government has at points made the registration message specifically free of charge. Check with your mobile carrier if you are unsure what a message to 9771 will cost you right now.
If Your Registration Does Not Go Through
A near-identical scheme ran earlier in 2026 and had real registration problems, with some riders unable to get through cleanly. The most common causes, based on what has been reported, are worth checking before you assume something is wrong with your eligibility:
- Your SIM is not registered on your own CNIC, or is not biometrically verified
- A typo in your CNIC or plate number, or dashes and spaces left in where they should not be
- The date is in the wrong order, it must be day, month, year with no separators
- A wrong province code, confirm the correct single-letter code for your province before resending
If a pump tells you it cannot recognise your token, try requesting a fresh one by sending TOK again, tokens do expire. What Changed This Week
Wider eligibility. Motorcycles, rickshaws and Qingqis registered on or after 1 January 2006 now qualify. If your vehicle was excluded when the scheme first launched because of its age, check again, you may now be eligible.
A new option for small top-ups. The scheme originally required a minimum purchase to use a token. That requirement is gone. This Is a National Scheme, Not an Earlier Provincial One
If you saw a different petrol subsidy mentioned earlier in 2026, specifically for Punjab with an income limit and only Punjab-registered vehicles eligible, that was a separate scheme with its own rules.
