One Stop, Three Challans, Rs 4,000 Gone
Picture a normal Lahore morning. You are late, the helmet is hanging on the mirror stand because the left mirror broke last month, and you cut across two lanes on Canal Road to make the turn. A warden waves you over. That is a helmet challan, a mirror challan and a lane challan in one stop. At current Punjab rates, that one bad minute costs you Rs 4,000, which is more than ten litres of petrol.
Fines in Punjab are no longer Rs 200 or Rs 300 that people paid and forgot. Since the Provincial Motor Vehicles (Amendment) Ordinance 2025, most bike offences carry a Rs 2,000 fine, and some can lead to your bike being impounded or an FIR. Lahore Traffic Police have been running one crackdown after another through 2026: helmets in June, mirrors and indicators in August, underage riders in October, and this week, as ProPakistani reported on 3 November, another drive against one-wheeling groups.
Here is everything a bike rider in Punjab needs to know: what each challan costs, which ones are more serious than a fine, and how to check and clear your e-challans without standing in any line.

Never pay a warden in cash
Under the current system, challaning officers are not allowed to collect fines on the spot. Every challan is paid digitally. If anyone in uniform or out of it asks you for cash to "settle" a challan, that is not a fine. Take the printed or e-challan and pay it yourself online.
The Challans That Cost More Than Money
Most challans are a hit to your pocket and nothing more. A few are a different level, and these are the ones parents and young riders need to understand properly.
Underage riding
Nobody under 18 is allowed to ride a motorcycle in Punjab. Under the 2025 amendment, an underage rider can face an FIR, not just a fine, and Lahore Traffic Police have said repeatedly through 2026 that bikes ridden by underage riders will be impounded at the police station. In plain words: if you hand your son the keys at 15 so he can go to the tuition centre, it is your bike that ends up at the thana, and his name that can end up on a police record.
One-wheeling and stunts
Police treat one-wheeling as dangerous driving, and in Lahore they have registered criminal cases against riders caught doing stunts, including riders who posted their videos on social media. Bikes get impounded. Canal Road has seen deaths from one-wheeling, and that is why there is zero sympathy for it at any checkpoint.
Riding after an accident on a suspended licence
In July 2026, Lahore police suspended the licences of 68 drivers involved in accidents and said licences will be suspended straight away after fatal or serious injury crashes. Riding on a suspended licence brings legal action, not a simple challan.
Rs 2,000 ka challan aik din ka nuksan hai. Impound hui bike aur FIR saal bhar ka sar dard hai.
No Helmet, No Entry: Lahore's Helmet Roads
Since mid 2026, Lahore Traffic Police have stopped riders without helmets from entering several major roads. Special teams stand at the entry points, and you are turned back, not just challaned.
- Mall Road
- Jail Road
- Canal Road
- Ferozepur Road
- Main Boulevard Gulberg
Lahore has also turned its main roads into model roads where Safe City cameras watch for lane cutting, one-way violations and riding without a helmet. In one week in May 2026, police challaned 17,348 vehicles on these roads and 4,910 riders for helmet violations alone. A camera does not need to stop you. The challan simply arrives on your number.
The pillion rider needs a helmet too
Traffic police have asked both rider and passenger to wear helmets on every trip, however short. Keep a second helmet for whoever sits behind you most often. A head injury does not care who was driving.
How to Check Your E-Challan in Punjab
Safe City cameras in Lahore and other Punjab cities send challans to the bike's registered owner. Many riders find out only when they go to pay token tax or sell the bike. Check every few months. It takes two minutes.
Method 1: The PSCA website
- Open echallan.psca.gop.pk on your phone or computer.
- Enter your bike's registration number, exactly as it is on the plate.
- Enter the owner's CNIC number. If that does not work, try the chassis number from your registration book.
- Complete the "I'm not a robot" check and search. Any pending challans will show with the date, place and photo.
Method 2: The PSCA Public Safety App
- Install the PSCA Public Safety App from the Play Store or App Store.
- Tap Search Challan.
- Enter your vehicle details to see and download any challans.
How to Pay a Challan Online
- Open the ePay Punjab app (Android or iPhone).
- Choose the e-challan option and enter the challan details. The app gives you a PSID number.
- Pay the PSID through JazzCash, Easypaisa, your banking app, an ATM or a bank counter.
- Take a screenshot of the PSID and the payment receipt and keep them. If the challan still shows as unpaid later, this is your proof.
Keep your SIM registered on your own CNIC. Official challan alerts go by SMS, and if your number is in someone else's name you will never get them.
What happens if you ignore a challan?
Late payment charges get added, and unpaid challans can block your bike's transfer, token tax payment and licence renewal. Repeat offenders face higher penalties under the 2025 amendment. It is cheaper to clear it today.
Buying a Used Bike? Check Its Challans First
This is the part most buyers miss. The Punjab Safe Cities Authority has advised buyers to check e-challans before buying any used vehicle. If the old owner collected challans and never paid them, you can get stuck with them when you try to transfer the bike or pay token tax.
The fix is simple. Before you hand over any money, put the bike's number and the seller's CNIC into the PSCA website while you are standing with the seller. If anything shows up, ask the seller to clear it first or take it off the price. Then go through our free 30 point bike inspection checklist on your phone at the seller's place.
Selling? Get the bike transferred to the buyer's name as quickly as you can. Until the transfer is done, any challan the new rider collects comes to you. Browse used bikes for sale across Pakistan on Byke Lelo, and use the price calculator to see the full on-road cost of a new bike including registration.
Cheap Fixes That Save You Rs 1,000 to Rs 2,000
Half the challans riders get are for things that cost less to fix than the fine itself. Before your next ride, check this list.
| Check This | Challan It Saves You From |
|---|---|
| Helmet worn and strapped, not hanging on the mirror | Rs 2,000 |
| Both side mirrors fitted and not cracked | Rs 1,000 |
| Front and rear indicators working | Rs 1,000 |
| Headlight and tail light working | Rs 2,000 |
| Proper number plate, not a fancy design plate | Rs 2,000 |
| Exhaust not throwing white or black smoke | Rs 2,000 |
| Original licence or the digital copy on your phone | Rs 2,000 |
| Phone in your pocket or on a mount, not in your hand | Rs 1,000 |
If your bike is throwing smoke, sort it out before it costs you more than a challan. A tune up, fresh oil and a clean air filter usually fix it, and they also bring your fuel average back up. Ride Like the Warden Is Always Watching
With Safe City cameras on most main roads, the warden often is watching, even when there is nobody at the chowk. The good news is that avoiding almost every challan on this list costs nothing: wear the helmet, keep your mirrors on, stay in your lane and keep the phone in your pocket. Rs 2,000 saved is a full week of petrol for most riders.
