Rs 100 Off Every Litre: Is Your Bike Getting It Yet?

Petrol in Pakistan is now sitting close to Rs 400 per litre, and for anyone who rides a CD 70 or a 125 to work every day, that hurts. The good news is that the federal government's PM Petrol Relief Scheme gives motorcyclists Rs 100 off every litre, for up to 20 litres a month.

On 10 October 2026, Prime Minister Shehbaz Sharif said more than 10 million people have already benefited, with over 21.7 million tokens issued and around 19.4 million redeemed at petrol pumps. If you ride a bike and you are still paying full price, this guide is for you. Registration is free, it works on any phone, and it takes one SMS.

Who Can Get the Petrol Subsidy

The scheme is meant for ordinary commuters, which is why it covers bikes, rickshaws and small cars only. Here are the rules as announced by the Ministry of IT and Telecommunication:

Bought a used bike and never transferred it?

You can still register a motorcycle with a transfer letter, but it is a good moment to get the transfer done properly. Punjab has waived the motorcycle transfer fee, so it costs very little. Read our bike transfer fee guide for the documents and steps.

Monthly Limits and Tokens at a Glance

VehicleSubsidised PetrolMaximum SavingTokens
Motorcycle20 litres a monthRs 2,000 a month4 a month, 1 per week (Rs 500 each)
Rickshaw / Qingqi20 litres a monthRs 2,000 a month4 a month, 1 per week (Rs 500 each)
Car up to 800cc30 litres a monthRs 3,000 a monthOn a set schedule

Any petrol above your monthly quota is charged at the normal pump price. The old limit of 5 litres per token was removed in September 2026, so each Rs 500 token can now be used on whatever amount you fill.

How to Register Your Bike on 9771 (Step by Step)

You do not need a smartphone, an app or internet. Everything works through a normal SMS, and the government has made the SMS free.

Step 1: Collect four details

Province / RegionCode
PunjabP
SindhS
Khyber PakhtunkhwaK
BalochistanB
IslamabadI
Azad Jammu and KashmirA
Gilgit-BaltistanG

Step 2: Send the REG message to 9771

Type the message in this order, with one space between each part:

REG [CNIC] [Plate Number] [Province Code] [Registration Date]

Example with dummy details, for a Punjab bike registered on 1 March 2019:

REG 3520212345678 LEX1234 P 01032019

Step 3: Wait for the confirmation SMS

The system checks your number plate and registration date against excise records. If everything matches, you get a confirmation message. Keep this SMS saved. Do not send TOK until your registration is confirmed.

How to Get Your Token and Use It at the Pump

  1. Go to a participating petrol pump. Look for the relief scheme banner, or ask the attendant before filling.
  2. Send TOK to 9771 when you are at the pump and ready to fill. The token is time limited, so do not request it at home and use it hours later.
  3. Show the token number from the SMS to the attendant. They verify it before filling.
  4. Pay the reduced amount. Each token gives Rs 500 of relief. For example, if your fill comes to Rs 780, you pay Rs 280.
  5. Repeat next week. Motorcycle users can get one token per week, four per month.

Smart tip: fill more in one go

Since each token is a flat Rs 500 off and there is no longer a 5 litre cap, filling a larger amount once a week makes sure you use the full Rs 500. If you fill only Rs 300 worth, you lose the rest of that token's value.

How Much Will You Actually Save?

Here is what the subsidy means for a typical daily rider, at a petrol price of about Rs 397 per litre:

Monthly Petrol UseCost Without SubsidyCost With SubsidyYou Save
15 litres (short daily commute)Rs 5,955Rs 4,455Rs 1,500 (25%)
20 litres (average commuter)Rs 7,940Rs 5,940Rs 2,000 (25%)
30 litres (long commute or delivery)Rs 11,910Rs 9,910Rs 2,000 (17%)
50 litres (full time rider)Rs 19,850Rs 17,850Rs 2,000 (10%)

Estimates only. Petrol prices are revised often, and the saving is capped at 20 litres a month. Over a full year, the maximum saving for a bike is Rs 24,000.

For a CD 70 rider, Rs 24,000 a year is a real chunk of the running cost. To see where the rest of your money goes (oil changes, tyres, token tax and more), check our breakdown of what a CD 70 costs to run in a year.

Registration Failed? Common Problems and Fixes

Many riders reported that their first SMS failed or got no clear reply. In most cases the problem is one of these:

Where to Complain

The government has said that petrol stations refusing subsidised fuel to registered citizens can face sealing or legal action, so do report it.

Beware of fake websites and agents

Registration, SMS and tokens are completely free. Many unofficial websites and social media pages now claim to "register" you or ask for your CNIC and bike details. The IT Minister has warned people not to pay anyone or share their CNIC and vehicle details. Register yourself by SMS to 9771, nothing else is needed. Kisi ko paisay mat dein.

Do Electric Bikes Get Anything?

No. This scheme is only for petrol. If fuel prices keep rising, it may be worth comparing the running cost of an electric bike against your current one. Our guide to electric bikes in Pakistan covers prices, real range and whether the switch makes sense, and you can browse new electric bikes with official prices.

Save Even More on Fuel

The subsidy covers 20 litres. The easiest way to stretch it further is to use less petrol in the first place:

Frequently Asked Questions

Is the 9771 registration free?

Yes. Registration, the REG and TOK messages, and the tokens are all free. Never pay an agent or website to register for you.

Can I register a bike that is not in my name?

Yes, for motorcycles, Qingqis and rickshaws, as long as you have the documents (such as a transfer letter) and the bike is with you. The SIM you use must still be in your own name.

My bike is a 2008 model. Is it eligible?

Yes. Since September 2026, motorcycles registered on or after 1 January 2006 qualify. Earlier, only bikes registered from 2011 were included.

How many tokens can I get in a month?

Motorcycle users get four tokens a month, one per week, each worth Rs 500 of relief. That adds up to the Rs 2,000 monthly limit.

Can I use the subsidy at any petrol pump?

Only at participating stations. Look for the scheme banner or ask the attendant before filling. If a participating pump refuses a valid token, report it on 9771 or the PAK App.

Can two bikes be registered on one CNIC?

No. One CNIC can register only one vehicle, and each vehicle can be linked to only one CNIC.

How long will the scheme run?

No end date has been announced as of October 2026. The government has allocated Rs 75 billion for it. Register now rather than waiting, so you start saving right away.

The Bottom Line

If you ride a petrol bike in Pakistan, Rs 2,000 a month is money you should not leave on the table. Send one REG message to 9771, wait for the confirmation, then send TOK at the pump every week. Double check your CNIC, plate and registration date, use a SIM in your own name, and ignore anyone who asks for money.
